The recent indictment by the U.S. Attorney's Office against Nicolás Maduro and Cilia Flores has garnered international attention by including charges of torture under their regime.

Intelligence reports, cited by El Tiempo, indicate that one of the torturers implicated has found refuge in Arauca under the protection of the Colombian guerrilla group ELN, underscoring the complex network of alliances and cover-ups that persists in the region.

The Colombian newspaper details that the torturer, known in legal documents as CC2, played a key role in carrying out direct torture orders from Nicolás Maduro.

Among the methods of abuse attributed to him are electric shocks and deprivation of food and water, actions consistent with a ruthless mandate of repression and control.
