The U.S. Attorney's Office for the Southern District of New York filed a new indictment against Nicolás Maduro and Cilia Flores that, for the first time, documents verbatim the Venezuelan dictator's direct orders to torture his victims. The 30-page document accuses Maduro of ordering electric shocks, beatings, and waterboarding against dissident military personnel, leaders of democratic forces, and arbitrarily detained U.S. citizens.
According to the indictment, in early 2014, when massive protests erupted against the regime following the disputed 2013 presidential elections, Maduro received a report on dissent within military barracks. In a meeting with Cilia Flores and an officer identified as "Co-Conspirator 2," Maduro proposed "kidnapping five to seven military personnel to extract information" through torture. Flores agreed and ruled out clandestine infiltration methods. The kidnappings began shortly thereafter.
