Manfred's final scene gives him so much more depth beyond being a one-dimentional perfect prosecutor, it's ludicrous. It confirms that he geniunely cared about Miles like his own son, everything he taught him was because he believed that it was the way to raise a prosecutor that does his job - fighting crime. And as evil as he is, he truly wanted Miles to become an honorable attorney, and he spared no time and effort for it. After 15 years of his deceit have been for nothing, with nothing left to protect with his lies and corruption, Manfred, even if for a few seconds, is genuinely remorseful for what he did to Gregory, - maybe, just maybe, murdering someone over a penalty wasn't worth it?
And the way of showing his death was brilliant - instead of going with something cliche, like deathbed thoughts or execution, the camera just cuts to his empty prison cell. He's dead. He's gone. His 40 years of perfection won't be truly remembered. All of his actions were for nothing.
