The zonning laws in germany say something like you can build in this area 2 or 2.5 story buildings, but they dont have to look the same they just shouldnt have more than 2 or 2.5 stories. That style of architecture is called socialist brutalism.

The chair is surely not trash, you can't just place random trash outside and expect the trash service to take ut, after all this is Germany and there is no way this would fly. Not to talk about that we have strict trash separation and for the most part they just come once per week for one single trash type (at least in my area is like that). Furthermore, they don't take anything outside the trash bin. If you try it, you might get a fine, specially for a whole chair.
