You can see on the Commander's face that he knew he messed up. Once Darth said "The Emperor is not as forgiving as I am" it was like a mom telling her child wait til your dad gets home.............. he knew he was dead

When Darth Vader tells the Moff he can find new ways to motivate them hes talking about better quarterly bonuses, time and a half and allowing more overtime. He also probably plans on giving the workers better 401K plans and great health insurance coverage.
