Andy Burnham has said Labour would change the state pension triple lock from April 2030, after the next general election, and use the savings to help fund a National Care Service. He says the current triple lock will remain in place for the rest of this Parliament.

Under his proposed replacement, the state pension would rise each year by at least inflation or 2.5%, while retaining its value relative to average earnings over time. The announcement follows a debate within Labour over whether pensioners should help fund social care reform.

Speaking before Burnham’s conference speech, Trevor Kavanagh argued that weakening the triple lock would anger pensioners and risk breaking an election promise. He questioned why the government was considering pension savings while welfare spending continued to rise.
