He simply is one hell of a butler.
First to maintain the cover but also to humiliate him. And because he was very much not equiped to deal with a traumatized secluded child that couldn't do anything by himself ^^
And I love that, except for Tanaka who is greatly impaired by the tragedy that happened, all the servants, including Sebastian at first, were very bad at their jobs because they were used to more extreme and deadly settings. For the humans at least, the manor is their chance at a better life while still using their strengh for their master.
Hellsing's Walter is a interesting piece of work.
He's extremely loyal to his employers. He cares for the children.
Technically there two versions of him . There's the original from the 1980s Duck Tales. Then there's the Duck Tales 2017 reboot.
The Duckworth from the 2017 reboot is a ghost.
Honourable Mention to Tucker from "The Ruling Class".
