According to the formal accusation, she played a "key role" in the drug trafficking operation and in the control of armed groups. The document states that "Maduro Moros and Flores de Maduro collaborated in the trafficking of cocaine, much of which had been previously seized by Venezuelan law enforcement, with the help of armed military escorts."
