They used to break a loaf of wheat or barley over head to ensure good fertility and fortune in a superstitious practice, but also to publicly display husbands dominance and new authority over his wife. In some traditions the wife ate the crumbs to symbolize accepting her subservient role.
When the Romans took over Britain in 43 A.D., they obviously brought the tradition with them. Because of course they did, though it's variations were different. Trying to kiss each other without knocking over stacks of buns. The next variation was The Bride's Pye, which was throwing meats like sheep testicles or pine nuts at the bride (and sometimes cake), to signify fertility. Though in places like Yorkshire, brides would take small bites of a pastry then throw it over her head meaning she wouldn't have a life of want anymore.
Apparently even the original solo bride cutting of the cake meant giving up her virginity, but it slowly became more wholesome dual cutting and was supposed to look after each other. Now, it's just, right back to its origin.
