My theory is that as soon at the Tenno presence wanes as Tau is reached, Parvos will seize his chance to make a power play. Jade Shadows hints at two futures where things went awry, one future where Parvos needed to become a Cephalon to survive (See: The Glassmaker for how this works), and one where he seems strangely absent. In both cases, we have prevented these futures from becoming "true", and have relegated them to mere "possibility". Oh, and that "voice" Parvos heard? Someone from the other side of the Wall seems to have taken an interest in extending a helping hand to the golden one.

To be perfectly honest..
I think Parvos Granahm was contacted by the man in the wall. An attempt by the thing in the void to start the construction of a faction that could fight the Orokin he hates

I honestly think they’re setting Parvos up to be a MAJOR villain in the far future. His whole MO is to work in the background and wait for the perfect time to make a move. So it’s fitting for his character to be this really big potential threat but not have much play currently.

Parvos really feels like a perfectly written antagonist.
Pure evil is good to a plot but boring to the character itself.. Meanwhile sympathetic villains often end up with someone looking stupid for causing conflict in the first place.
Parvos somehow skips both of those. And makes a guy who's got a very understandable tragic backstory and iron set virtuous motivations... but who's defining antagonistic-characteristic is being completely unreasonable, he is not and never will be an ally.

The most misguided or the most mismanaged by DE, with plot lines and characters getting abandoned and forgotten all the time, and existing in jagged mismatched pieces stuck in vacuum of whatever content DE decided to rope the corpus into during that year
