Source good disease-free planting stock (big cloves from big bulbs)
Prepare Beds
Pre-plant fertilizer - compost, high nitrogen
Plant at the right time (October)
Space 8-12" apart
Mulch with straw, leaves
Practice pest control for gophers
Top dress fertilizer in February-April
Keep well weeded
Proper irrigation during dry periods (May and June in Oregon)
Harvest when plants have minimum 4-5 green leaves
Curing/drying in a shade, well-ventilated shed

From your description of climate, I'd have guessed you're intermediate day length. I've never had good luck w/ shallots in zone 7b w/ an intermediate day length ...are you actually in a long-day area, or do you manage to get shallots to fill out in an intermediate day?
