The thing that turned me more towards the empire to start is that if you talk to Legate Rikke and General Tullius enough they make it pretty clear that preparing to go after the Thalmor is the next thing they're set to do, and are actually frustrated they can't and are losing citizens on both sides with the civil war. They viewed the concordat as only a life or death decision to buy time. And Rikke is a Nord who still loves Skyrim.

fun little fact about the civil war too; you can commit many many crimes in the cities opposing either faction and once you lay siege to their fort or to whiterun, solitude or windhelm and take the region, your crimes are wiped away, which is insane considering i found this out during a stormcloak run, killing as many guards and soldiers as possible, returning after they respawn and rinse and repeat until i get roughly more than 10,000 bounty on my head then took whiterun to find my criminal acts have disappeared from their ledger lol good way to make easy peezy money early in game
The interesting thing is that figures like Maven pop up constantly in world history. Guilds in cities where often powerful monopolies, and if it was the most important city in the kingdom then the leader(s) of the monopolies were effectively the most important individual(s) in their entire society. Local lords were also often powerless only collecting certain taxes if not eventually getting booted out by the guilds
I usually just completely ignore the Empire/Stormcloaks conflict when I play. I don't like either to the point where I'd even struggle to point out the lesser of two evils. I just kill Thalmor on sight and let the Nord domestic work itself out without my input.
Fun fact: oginally elisf was supposed to die in a scrapped quest where the giver of the ebony mail tells u to kill her. I dont know what the artifact was. Possibly goldbrand. Then erikur would have been jarl
What they should have done with Balgruuf is have him side with either side you the player chooses. Making him the only Jarl to not be removed from power other than Elisif. Having Balgruuf choose which ever side the player does would fit well into the storyline better than Balgruuf always choosing the Imperials and it would fit better with Balgruuf's indecisiveness in the Skyrim Civil War. Missed opportunity there.
