"I'll NOT invest in this refinery!" Museveni tells Dangote face-to-face at Lamu

In this video, the Ugandan President Yoweri Museveni tells Aliko Dangote and the Kenyan President William Ruto face-to-face, that Uganda will proceed with the construction of its own oil refinery at Kabaale in Hoima district, despite Dangote constructing a massive 700,000 barrels per day refinery at Lamu in Kenya.

It is an affirmation that President Museveni made on Wednesday September 30 2026, as he joined the Kenyan leader, in the company of three other African heads of state, that is the Ethiopian Prime Minister Abiy Ahmed, the Beninese President Romuald Wadagni and the Togolese President Jean-Lucien Savi De Tove, in the groundbreaking ceremony for the construction of the Lamu refinery at Magogoni.

On this, President Museveni expressed his concerns over the future of the proposed Tanga refinery, that he had agreed with President Samia Suluhu Hassan of Tanzania to build at Tanga, in partnership with Switzerland's Vitol energy, saying that now that the Dangote refinery is becoming a reality, he will have to go back to talks with Presidents Suluhu and William Ruto on whether the Tanga refinery should go on.

That nevertheless, he has no problem with having three or more oil refineries in East Africa, since a while ago, he made a tour to Iran and found out that they have 9 refineries in that country alone, yet some people who didn't want him to build the Hoima refinery had told him that refineries don't have profits.
