Based on the Cabinet Office's Gender Equality Bureau's "Women's Perspective to Strengthen Disaster Response Capabilities - Disaster Prevention and Recovery Guidelines from a Gender Equality Perspective" (established May 2020, with disposable underwear added to the stockpiling checklist in August 2025), and surveys of the Great East Japan Earthquake, the Kumamoto Earthquake, and the Noto Peninsula Earthquake, we have narrowed down seven items that women often find difficult to obtain in evacuation shelters and will introduce them in the order in which they should be added to an emergency kit.
In the Noto Peninsula Earthquake, 42% of affected municipalities cited sanitary napkins as a "supply that was particularly needed by women," while 85% of municipalities had stockpiled sanitary napkins at the time of the disaster (according to the Cabinet Office's Gender Equality Bureau). Because there were situations where it was difficult to receive items even if they were available, the items are listed based on the criterion that items that are difficult to ask others for should be kept in one's own bag.
Assuming that basic contents such as water, emergency food, a flashlight, and a portable toilet are included, we have also summarized how to create women's pouches for each family member and when to review them.
