Gilgit-Baltistan remains one of the least understood but most consequential parts of the Pakistan-occupied territories of Jammu and Kashmir.

In this interview, Senge Sering, a political activist from Gilgit-Baltistan and founder of the Institute for Gilgit-Baltistan Studies in Washington DC, discusses the region’s political status, its strategic importance to Pakistan and China, and growing demands for political and economic rights.

Sering argues that Pakistan’s hold over Gilgit-Baltistan is rooted not only in the Kashmir dispute but also in the territory’s geography. It provides Pakistan with its land connection to China and controls the upper reaches of the Indus river system. He says Islamabad’s refusal to give the region full constitutional status has fuelled growing political awareness among local people.

He draws parallels between Gilgit-Baltistan and Balochistan, arguing that both regions have faced what he describes as exploitation of natural resources and political marginalisation.

But Sering’s position on the region’s future is more nuanced than a simple demand for independence. He argues that an independent Gilgit-Baltistan could become vulnerable to competing regional and international powers. Instead, he favours what he describes as a return to the constitutional framework of India, while allowing the people of Gilgit-Baltistan to preserve their language, culture and political identity.

He also discusses Pakistan’s economic dependence, the role of the military, China’s influence, Balochistan, Afghanistan and what he sees as growing opportunities for greater political freedom in Pakistan’s peripheral regions.
