Planes, Shinkansen, limited express trains, long-distance ferries, and express buses are prohibited.
Usable buses
Local buses, community buses, and express buses are permitted on local roads.
Reservation-based buses are permitted as long as you make your reservation at the boarding location in time.
Unusable buses
Buses that travel on roads with green guide signs, such as expressways, regional expressways, and urban expressways.

This video introduces alternative routes that Saionji could have taken that day, as "if routes."
