Camberwell is an ancient parish.
Historically Camberwell is the older more established settlement. Peckham was a hamlet tied to the parish of Camberwell. So it makes complete sense for the areas to be intertwined. It always has been.
Until the 19th century, Peckham fell under the administration of the Camberwell vestry (local parish council). The manor was sometimes referred to as “Camberwell and Peckham” or similar combined names. Peckham only developed a stronger separate identity later, especially with 19th-century suburban growth, the rise of Rye Lane as a shopping street, and the creation of new ecclesiastical districts.
Neither was urban until the 1800s; both remained largely rural villages/hamlets until suburban expansion linked them to London.
This structure continued until modern local government changes: the Metropolitan Borough of Camberwell (created 1900) included both areas, and both later became part of the London Borough of Southwark in 1965.
Peckham is Camberwell and Camberwell is Peckham. There should never ever be any issues between the two areas as they are historically linked and you need both parts of the borough to live a normal life etc.
