I will join a panel at the Valdai discussion club today on the title of Europe of the future: before the war or after the war.  I make the case that the UK has been at war with Russia since 2014 and that the EU finally joined the war in 2022.

That is on the basis that foreign policy consists of three components.  The first, espionage, will always happen in war or in peacetime. even between allies. We all spy on each other.

The other two core component are diplomacy and warfare.

The UK chose not to pursue diplomacy in June 2014 and therefore chose war. Initially that consisted of economic warfare through sanctions.

Then it chose to support proxy warfare in Ukraine itself. It is in January 2022 that Europe final set itself on war, upon the death of the Minsk 2 agreement.

Right now, both the UK and Europe continue to refuse diplomacy and therefore are pursuing a system of war.

It's important to understand that the whole system of government is locked into the war mentality.

The Prime Minister, ministers, parliamentarians, most of them, the mainstream media, the think tank circuit by and large.

Choosing diplomacy is now impossible because that would require a whole of system shift.  Even if the Prime Minister tried to pursue diplomacy the rest of the system would resist, especially the mainstream media, but also officials, many parliamentarians, some Ministers and think tanks.

So the system is locked on a war mentality. It is important to understand this.

The only way the system can reset to diplomacy is either if the west inflicts a strategic defeat on Russia, which continues to look highly unlikely. Or if the material conditions in Ukraine and Europe become so bad that the system decides it has no choice to shift to a diplomacy footing.

Despite the suffering in Ukraine and the grinding economic fragmentation and decline of Europe, there is little evidence of the system wanting to reset to diplomacy as, to do so, would be to recognise that the material conditions of the Ukraine war had turned against them.

They would have to admit defeat to a public they have been trying to convince since 2022 in total victory over Russia since 2022.

That makes the choice of full general war with Russia now almost inevitable unless there is a radical political shift across Europe which appears unlikely.

We are rolling the dice in the hope that a general war doesn't lead to nuclear escalation on the basis that we cannot bear to admit defeat in Ukraine.

Everyone should be deeply concerned about this and lobby their governments for peace and diplomacy. Without that, I fear, many of us will die because of the folly of our political elites.
