📌DISVISION: There are two blocs in the Plenary Session. The majority bloc, comprised of four members, including the President and Vice President, makes decisions with which the minority bloc, made up of Carlos Alberto Goitia, Celedonia Cruz, and Silvia Chávez, disagrees.

📌APPOINTMENT QUOTAS: Each member proposes appointments to the Plenary Session, and those of the majority bloc are approved by a majority vote. Member Cruz requested a report on this matter from the administrative director, Oscar Aranibar, who was subsequently dismissed, while Cruz herself was suspended.
