Ukraine’s gains during Operation Vivaldi have highlighted how rapidly warfare is evolving. After helping lock the battlefield into static positions, drones are now being used to restore mobility and support offensive operations.

“The use of drones in this war has been something of a revolution. And the first drone revolution was to lock down the battlefield,” said TVP World’s Political Editor Stuart Dowell, arguing that the front was turned into a “glass battlefield,” where any movement could quickly be detected and struck.

Dowell argued that Operation Vivaldi demonstrated a second stage in the drone revolution, using drones not just to detect forces but to create temporary advantages on the battlefield.

“But now the Ukrainians have found a way to use drones to allow their army to move again. So it's maneuverable once again,” he said, explaining that Ukrainian forces can now clear minefields more quickly and without engaging large numbers of soldiers, as well as target Russian drone operators and logistics, creating temporary opportunities for maneuver.

“But the window closes very quickly indeed,” Dowell said.

Addressing how tensions around Russia’s Kaliningrad region have risen following Lithuanian statements, Dowell said the NATO exercises highlighted vulnerabilities in the exclave. This makes the Kremlin more anxious, as Europe considers collective responses to Russian sabotage and cyberattacks.

Dowell said European policymakers are increasingly asking how to impose costs on Moscow below the threshold of open conflict, such as restricting transit or access connected to the exclave.

“Europe might think that these are legitimate below-the-threshold actions (...), but Russia has basically drawn a red line now,” Dowell said, adding that “the danger is with miscommunication, misunderstanding.”
