4:58 actually, in Ultrakill, its entirely likely, hell, even probable that those are BOTH correct. Lucifer was cast down in the Testament entry for calling out god and going "God, this is wrong! Their crime was foolishness, that doesn't warrant this horrificly harsh a punishment!" to which God then cast him down in a moment of weakness and immediately lamented what he had just done.

I feel like the first hints that V1 is more than just an unexpected invader to hell started in the layer before; in Violence. It almost felt like a guided tour of the Machines place in the grand scheme of things, ending with the earthmover fight, almost as if hell is showing your purpose, and inviting you to finish what was started so long ago.

Fraud is simply an escalation of Hells direct attention to V1, and in my opinion, shows hell fully aware that this is the final act, and is deeply entertained by it. Thats what i think the symbolism of the empty theater at the climax is. Its spectacle in service to no one, except the stage itself.
