Caesar is unassuming because he was effectively a Doctor Without Borders, real smart tactition but not great at actual fighting. He read about the Roman empire in some prewar books and realized he could do the same thing. So he took the name Caesar and built himself up as this mythical figure for wasteland tribes to rally around. Kinda like if you went back in time and used future knowledge to convince people you're a wizard.

So really he's the only one in the legion actually LARPing, to everyone else it's real.

If you think about it, doing Yes Man on this challenge means you're literally putting the most mentally/physically feeble and least skilled person in all of the Mojave in charge. Its like if Charles II Hapsburg was somehow a self-made man. Hell, the funniest part if you think about it is that because he only has Luck 1 you can't even argue he lucked into that role, he somehow earned it entirely through his own effort.

you had to run your .bat command twice, since you had it reduce skills to 1 first, then your attributes. But lowering your attributes also lowers your skills, so your skills got lowered from 1 to 0. Then, on the second go, your attributes got changed from 1 to 1, so your skills didn't change from that.

If you had your command reduce your attributes first, then your skills, it would have worked on the first go around.

To your comment about not understanding shotgun surgeon:

Shotguns have the downside of dividing their damage into pellets. If we imagine 14 pellets doing 7 damage each, this is a nice 98 damage to a squishy gecko or the like if all the bullets connect. This is great, because most guns can't hit 98 damage per shot!

But because of DT, if an enemy has a damage threshold of 10, all of these pellets are doing less than 10 damage, so you instead default to 15% of your max damage, AKA just 14.7 damage.
Shotgun Surgeon negates 10 points of DT in order to enable you to bypass it and keep damaging more enemies. That's all DT is: simple addition and subtraction, with 15% damage being the alternative outcome if you fail to punch through someone's armor. DT-piercing rounds and perks have much greater value for weapons with multiple pellets or DPS weapons that fire many rounds, while being comparatively less vital for high DPH weapons.

In this case, Shotguns were a bad choice for two reasons:

1) You lack repair, so your shotguns are in poor condition, meaning you get less damage.

2) Supermutants have 15 DT. 15 DT - 10 = 5 DT left.

This means you probably weren't even hitting the max 7 damage per pellet, so there was no way the damage was going to survive the 5 DT. Even if you were doing 6 damage per pellet, this is 1 damage per pellet and slightly less than the 14.7 damage you get when dealing 15% damage, so it defaults to that 15%. And again, that's 15% of the max damage that gun can deal. You were probably instead getting 15% of 5 or 6 damage per pellet.

TL;DR - Shotguns in New Vegas are not good for dealing heavy damage unless you specifically use slug rounds. Shotguns have the most diverse ammo types of any weapon and basically demand you utilize each ammo type, and the moment an enemy has high DT, you should be using slug rounds.

98 damage across 14 pellets vs. a 15 DT enemy...? You'll do a meager 15% damage.
98 damage in a single slug round vs. a 15 DT enemy? 98 - (15 - 10 for Shotgun Surgeon) = 93 damage dealt.

Shotguns in NV have two possible functions:

1) Jack-of-all-trades if you utilize each ammo type.

2) Crowd Control via the And Stay Back! perk, in which case you don't mind if DT sometimes nukes your damage because pellets can stunlock enemies.

9:15  POV: You entered the building that turns you into Porky Pig

So Lanius' weird essential "is unconscious" flag gets set because of a script that's set to run during the final battle; he's the only enemy that does this. At 40% health, Lanius' AI switches to a different script so he can regenerate health, get a "second wind", and then both equip flashbang grenades and go unlock the dog cage that might still have war hounds if you didn't kill them.

The way it does this in the GECK is that Lanius forces a cease to hostilities; his name turns yellow and doesn't turn back unless you personally hit him to raise his Fight value. Doing it this way causes your companions and any NCR/Securitron allies to stop shooting him, and theoretically gives him more time to actually enable that second phase. Of course, And Stay Back/Super Slam! (the melee version of And Stay Back) overrides it, but And Stay Back didn't exist until the first DLC Dead Money, so it likely wasn't in the balance thoughts when they were finishing up the game.

I have brain damage from a bike accident I had a few months ago and I can confirm the side effects are pretty permanent and very traumatic to move on from. It feels like everything that made you who you were before was ripped away and no matter how hard you try to explain it everyone just tells you you're not different at all but you know it's not true.

The deathclaw on Black Mountain is actually a bug, lots of NPCs and enemies can just pop up in that area with the crater seemingly because it's the center of the map and they default to position 0,0. Deathclaws from Quarry Junction seem the most common, but I've also seen Papa Khan teleport here along with his quest marker, which was very confusing
