Three  held Luke Skywalker before the Empire ever heard his name. Two of them lied to him. The third told him the truth. None of them kept him, and for the same reason.

9 ABY, the square below Mount Tantiss on Wayland. Grand Admiral Thrawn has agreed to Joruus C'baoth's price for the Emperor's storehouse: Luke Skywalker and his sister. Before they go into the mountain, Thrawn reads the Guardian the file on how the boy slipped every hand that held him.

Kenobi kept the father's weapon in a chest for twenty years and handed it over with a grievance attached. Yoda hid on a swamp world and trained the boy for one purpose, and both Masters withheld the one fact he would have given anything to know. Vader, ordered to destroy him and permitted to turn him, chose without permission to give him that fact instead, on a gantry over a reactor shaft, and the boy stepped off the gantry rather than take it from a Sith's hand.

Captain Pellaeon asks what any service would ask: every army keeps secrets from its soldiers, so what was different here. C'baoth, who means to make the boy his own, hears the whole account and draws his own conclusion, and Thrawn lets him.
