It was an insurance scam by emperor to collect the money and have the so called death star 2 to be ready on time.
Plus the accountants were checking over the books and couldn't figure out where the missing money went.
So, palpatine came up with a plan to have Vader's kid to blow up the DS to cover the missing funds.
That is also the main reason Vader survive the attack of the death Star.
Vader's chest plate was really an ATM.
