So the way to get 70 Turns.  (Also, Music List Below)
1. By removing "Cutscene battles" you could immediately remove 15 turns with the Bowser 1, Jr Troopa, and Twink fights.
2. by making first strikes not count towards the first turn, you are able to grind experience on enemies that you can one shot. With these extra levels, you would be able to use the first attack badge to kill the 4 monty moles and the 2 shy guys without ever entering battle with them.
3. If you use merlee buffs, that gives back about 9 turns on its own.
4. Jr troopa mage could've just been killed instead of out of sighting
5. Egg bombs would allow a faster kill on general guy
6. Jr troopa 3 could actually be killed in 2 if I used close call.

7. And technically it could get even lower if you don't count the 4 banzai bill blaster fights at the end

This actually probably brings it closer to 63 if I do all these changes of rules and such!

PM64 is by far my favorite Paper Mario so I love to see it. Such a charming and fun game

I do remember there's a mistake with the calculator where you can kill one of the other shy guys and the calculator is left in the center, so you can skip a turn by only killing for cake mix, leaving the room, and re-entering

Note: you can actually slip through the bullet bill launchers right before koopa bros in chapter 1 without abusing fleeing, taking away one turn from the total.

If they ever remake or remaster this game, they should turn Mario's eyes dark blue and make them darken whenever he gets closer to death, like when he get the game over or loses to the first Bowser

P Boots: allow the following moves to be affected by your new boots: Headbonk, Charge, Sky Dive, Belly Flop.
P Hammer: allows the following moves to be affected by your new hammer: Shell Slam, Power Shell, Shell Shot, Fan Smack.
P Smash: allows the option for the following moves to make use of your hammer badges: Shell Slam, Power Shell, Shell Shot, Fan Smack.
P Stomp: allows the option for the following moves to be affected by your jump badges: Headbonk, Charge, Sky Dive, Belly Flop.
