After cutting the bottom off and making the ruffle strip as long as you can...mark the center of that strip. Pin that mark ito the center back of the shirt and pin each edge to its corresponding front placket....now you are ready to determine the width of your pleats. This is how I learned to make pleated ruffles about 60 years ago...even if we have plenty of fabric.
