Risky on the owners.
A small non-residential building like that could have many, many difference uses. Plus being in a non-residential area, it would remove a lot of other problems. You wouldn't need primo property because it's just a MC safety organization. You don't need a lot of foot-traffic or public exposure. Actually, you'd want it the other way around. Very low profile.
They have the proceeds of crime act in New Zealand they can seize your property and bank accounts if it doesn't match with your declared earnings after tax.
You have to go to court and prove how you paid for everything and if you can't its all seized permanently by the government
You still need to have a bike to be in an MC in New Zealand but Australia the rules do seem looser
Now for a little Schoolhouse Rocks recap. The legislative branch of either the state or Federal write the bills and with enough votes pass that bill into law. Judges are left then to intrepid and pass judge against defendants. Unless your here illegally your screwed. Which is easy since they are written in such a vague manner. This is by design. That being said. State/Federal legislators and a majority of Judges DO NOT work for the people they serve. They work for their political donors. More and more clubs are scaring them or cutting into their own hustles aka Pay to play. So it may take a few election cycles to get the right people in place to pass those laws. But it is coming. They seek more and more control all in the name of Public Safety. I know I am beating that term. But that point needs to be driven home.
Now as far as the Mongols patch goes. 1) They were smart enough to Trademark it. 2) There are currently no laws on the books that allowed to seizing their patch. 3) The right politicians and judges were not in position to make it happen at least for now. Like I said it is just a matter of election cycles before it happens. It is a 50/50 odds on where it will start between State and Federal. Remember State legislators are always seeking to increase their own power so Federal in the next step and if they helped pass those kind of state laws you can bet they will take them to national levels. All in the name of what? Repeat after me "Public Safety. They may throw in "If it saves just one life" if can be applied.
Remember what I said about scared people accepting the yoke of tyranny willingly? No one cares about laws being passed if doesn't affect them, until it does but by then it too late. Martin Niemöller said it best but feel free to substitute any of the groups mentioned with your own and it still applies "First they came for the Communists, and I did not speak out—because I was not a Communist.
