You were in the business area of the city on a Sunday morning during school holidays. Of course it’s going to be dead. Everybody is chilling at home, going out for brunch or at church. Or away on holiday. Pie floaters are generally eaten late at night when drunk. And not if you don’t like peas. Aussie Rules is not like rugby, except for the similar shape of the ball.
I've lived in Adelaide all my life and I've never had a Pie Floater. That one looks more like a pie sinker though. Are you still in Adelaide? If so, you really should check out Yannis Yiros on Hindley St. They're a much more authentic experience than the pie floater you had at a fancy bakery in North Adelaide.
How to do Adelaide wrong 101. You went down to the night club district during the day and on a Sunday at that. You would have seen more people in Rundle Mall which is east of where you went. You didn't go to North Terrace, the botanical garden or the Central Market. The pie floater that you had wasn't right. It's quite in the city during early to mid January because a lot of families go away on holidays during this time. The rotunda that you went to came from Glasgow Scotland in 1882. Yes, the vibe is different from Sydney and Melbourne but why would it be the same. Different people, different everything really.
I love how he has the whole rotunda for himself surrounded by beautiful parklands near the river on a lovely summer's day, looks at the nearby Adelaide Oval (50,000 people regularly attend AFL matches and concerts there) looks at the festival centre (musicals etc) the casino and central railway station, then starts to doubt why Adelaide makes most liveable cities in the world. The fact you can take a $5 tram ride to Glenelg and visit some of the most beautiful uncrowded beaches (and Adelaide being in a gulf makes the waves and currents small and safe for swimming) doesn't impress him much either.
From a born and bred local, I've not seen one presented like that. Usually pea base, pie on top smothered in tomato sauce. Late night fare after a night on the piss.

Adelaide was the first non-convict settlement in Australia, btw. Brave of you to try a pie floater, been living here most of my life and have never had one. At least you picked one in North Adelaide, that's probably the best place.
Another good place for food on another day might be to hit up Gouger Street, some really fine places to eat there. Also, grab a coffee if you're into coffee. To find a decent cafe, metaphorically throw a brick. No Starbucks, though - they went out of business!
