On the 1st, the Japanese Communist Party Parliamentary Group submitted a request to Prime Minister Sanae Takaichi and Digital Minister Shunji Furukawa, urging the Japanese government to take immediate action, including requesting that relevant countries halt or ban cutting-edge AI development, in order to protect the people and human society from the dangers posed by the intensifying AI (artificial intelligence) development race. Taku Yamazoe, Policy Committee Chairman, Tetsuya Shiokawa, Member of the House of Representatives, and Yoshiko Kira, Member of the House of Councillors, handed the request to Tetsuro Fukunaga, Director-General of the Cabinet Office's AI Policy Promotion Office.

At a press conference following the meeting, Mr. Yamazoe stated that cutting-edge AI has recently been identified as a threat to human survival, and that he had made an urgent request to "not simply observe the situation, but to take proactive measures and call for international discussion."

The request pointed out that the rapid development and spread of AI is bringing two serious dangers to human society: (1) the risk that cutting-edge AI, which may run amok and become uncontrollable, could cause catastrophic damage to human society; and (2) the risks to the economy, employment/labor, human rights, and the environment posed by the use of AI by large corporations.

The request urged the Japanese government to call upon major AI development countries, including the United States and China, to temporarily suspend or ban the development of cutting-edge AI and to immediately implement national regulations. It also called on the United Nations and the international community to immediately begin discussions to establish an international framework for safety verification and regulation and monitoring by human control through international agreements.

In Japan, it was emphasized that risk avoidance measures are necessary in all areas of AI development, use, and investment. The request called for a halt to the military use of AI, a halt to its introduction into the Self-Defense Forces' command and control systems, and the introduction of regulations to protect workers' rights, human rights, and the environment.

During the request, Mr. Shiokawa asked whether they recognized that the level of risk associated with high-performance AI had increased beyond what was pointed out in the "Basic Plan for Artificial Intelligence" (Cabinet decision on July 14). Mr. Fukunaga replied that they "are aware" of this and stated that a review of the AI ​​Promotion Act is "on consideration."
