What you gave them 200MRU or 300MRU is fine, it's around $6 and there being an actual baptism ceremony, it's normal for anybody that comes to attend to give something. I think that they didnt offer you tea because it would have been weird for two men to sit with a group of women, it was mostly a woman gathering. A more mixed gathering would have offered you tea if they were already making it. Starting to make tea from start to finish can take between 30 minutes to one hour if you drink all 3 glasses, so if you dont start sitting down and looking like you are settling in, it's not automatic that people will start making you tea. But if it looks like you are sitting down, in most cases, most mauritanians would offer to make tea for a foreigner. The brick houses not having roofs is because the cement needed for the roof is actually  one of the most expensive part of the building process and it needs to be done all at once in one day while building brick by brick can take as long as they want whenever people have money to put aside to put towards construction
