Council plans for £70 penalties on residents to stop bins blocking pavements and attracting pests

People living in Derby could soon be fined £70 for putting their bins out too early or leaving their bins out too long.
The City Council says it blocks pavements and attracts pests.
Although this is seemingly an effective deterrent, is it really that big of a deal if bins aren't blocking the way of pavement users?
And, would it unfairly penalise many people, such as shift workers?

And I’m glad they touched on public bins at the end of the segment, because I couldn’t help noticing over 2022/2023 derby city council started removing well established public litter bins, without explanation or reason, the same bins they installed in the 90’s, all well used and never vandalised, just started vanishing overnight, no replacements provided, just less public bins, it’s almost as if derby city council wants to encourage littering.
