Commander Clare Blake faces intense scrutiny from Deputy Chief Constable Steven Blackton, an outside investigator brought in to examine potential corruption regarding the fatal police shooting of Lionel Crips and Blake's contentious handling of serial killer James Lampton. As the pressure mounts, officer Graeme Warner—who fired the fatal shots in the Crips incident—is found murdered in a park, prompting DCI Michael Hedges to lead a high-stakes homicide investigation.
