Japan’s most senior nuclear physicist, Yoshio Nishina, was driven south to examine the ruins and returned with the truth no one wanted to speak. Inside the Supreme War Council the six men who controlled Japan’s fate remained deadlocked — three ready to explore surrender, three determined to fight on the home islands. The institution built to prevent any one faction from seizing power now produced perfect paralysis at the moment the state most needed to move. The truth was in the room. The willingness to act on it was not.
