Norway is changing the rules for Ukrainians under temporary collective protection.
On September 17, the government presented a new proposal. Ukrainians who are working in Norway and meet the income requirements may be able to switch from collective protection to a residence permit based on work. After three years, this status may provide a basis for permanent residence in Norway.
There is another important update. The government has stated that collective protection is not planned to end in 2027. For those who arrived in Norway among the first groups and are approaching five years in the country, the authorities have said that more information will be provided in advance.

It is important to understand that this is still a proposal, not a final law.
The proposal is open for consultation until October 30, 2026. The conditions may still change after the consultation process. The government plans to launch the scheme in summer 2027. Applications cannot be submitted yet.
