In 1999, an Iraqi refugee told German intelligence about mobile biological weapons laboratories. American
specialists never interrogated him. Four years later, his words
were heard in the UN Security Council, and war began.

No weapons were found. No trucks, no laboratories, no stockpiles.
In 2011, this man said he had made it all up himself.

But one person can't fool sixteen intelligence
agencies. For that, the entire verification system needs to work differently than usual at the right moment.

A documentary about how it happened. Five parts:
the 2000 elections and 537 votes in Florida, the memo of August 6, 2001, the construction of the Iraqi case, legal memos
that rewrote the definition of torture, and three generations of one family name,
around which investigations always ended the same way.

The film is based on declassified documents, commission reports, sworn testimony, and court proceedings.
Where evidence is lacking, it is stated explicitly.
