You can take the shine out of a cheap wig by using a mix of 75%water/25% white vinegar. Spray it all over the wig, let it air dry on a wighead or stand.
You can rinse it afterwards in lukewarm water with a tiny bit of fabric softener if the vinegar smell is too strong. The fabric softener will help with the shine and keep it from getting too frizzy as well.
Let air dry again before combing it out and styling.
