My boss bought an Noch electrostatic grass shaker a while back (we're a model making shop). I thought I'd use it on a 9-inch Heki "bottlebrush" tree I'd ragged up with scissors into a more organic shape. The tree core is, or course, wire, so I knew the charge would travel up into the whole thing instantly. 1. Glue tree with light coat of spray adhesive 2. Put flocker's clip on tree trunk, turn on 3. Flock into bucket; shake 4. Sprinkle lightly for a few seconds all around the tree 5. Wow! Really good results. Spikey "needles" sticking out from each "branch" like a ponderosa pine. The Noch machine is absurdly pricey, but there's at least one article on making your own here on YT.
