The PKTT stopped being a going concern on 31 December, the day the Minister issued the immediate disbandment directive, and from that moment it entered a liquidation phase, with the 20th January report serving simply as the first formal account of how the team was disestablished and how its staff, resources, vehicles, offices and operations were closed or transferred. Anyone now claiming that “immediately” didn’t mean immediately is rewriting the instruction after the fact, because in organizational governance a directive that says “disestablish immediately” has one meaning only: stop operations now, begin liquidation, follow closure procedures, and report on the shutdown. There is no world where “immediately” secretly means later, after discussions, subject to negotiation, or whenever you feel ready. Using a company analogy: if a Board issues a directive to “close the Special Projects Unit immediately” and to submit a closing report by the 20th, management does not get to renegotiate the closure, their job is to implement the shutdown and report how they executed it. The unit does not remain a going concern simply because people want to “talk about it”; the going-concern assumption ends the moment the immediate-closure instruction is issued. Only wording like “subject to consultation” or “pending further discussion” would create space for negotiation, and none of that appears in the PKTT directive. The letter is a decision, not a proposal; a directive, not a suggestion; it sets closure dates, not consultation dates; and it requires closing reports, not review reports. Nothing in it gives anyone the right to reinterpret the shutdown as optional or negotiable.
