Attention Focused on Sejong, Cheongju, and Daejeon's 'Central Region Megacity'

Amidst the interplay of capital-centric concentration and regional decline, the 'Central Region Megacity,' which links Sejong, Cheongju, and Daejeon into a single living zone, is being discussed as a potential solution.

Shinsegae Department Store in Daejeon is showing the fastest growth rate among department stores outside the capital region just four years after opening.

Shoppers are flocking not only from Sejong and Cheongju but also from Chungnam, Chungbuk, and Jeonbuk, and even famous restaurants from Seoul have opened branches there.

Near the department store, built on the former Expo site, the Daejeon Convention Center and a branch of Sungsimdang have clustered to form a core commercial district in the central region.

On the other hand, Sejong recorded a commercial vacancy rate of 22.79% in the second quarter of this year, making it the only city in the country to exceed 20%.

Analysis suggests that while the city aimed to be a public transportation-centered city with narrow roadways, the lack of adequate public transportation support has led to a decline in the number of visitors from outside the area. However, the Costco Sejong store near the South Sejong Interchange is attracting consumers not only from Daejeon, Chungnam, and Chungbuk, but also from the Honam region.

The first Costco in the Honam region, scheduled to open in 2027, is also set to be built near the Iksan Interchange, and is expected to attract consumers from border areas such as Nonsan in South Chungcheong Province.

This serves as evidence that capital moves along transportation networks rather than administrative districts.

While Cheongju is home to a concentration of jobs at the Osong Bio Complex, Ochang Science Industrial Complex, and SK Hynix, its connectivity with neighboring cities remains weak.

Of the approximately 9,600 employees at the SK Hynix Cheongju Campus, only about 400 come from the Chungcheong region outside of Cheongju.

Amid criticism that Osong Station, the gateway to Sejong, is inefficient due to its location on the outskirts of Cheongju, there are high expectations for the Metropolitan Express Railway (CTX) connecting Osong Station with downtown areas of Sejong and Cheongju, as well as Cheongju Airport. According to the Organization for Economic Cooperation and Development (OECD), productivity is 6% lower when the number of local governments doubles within an urban area of ​​the same size, indicating that the costs associated with "administrative fragmentation" are significant.

If a structure is established where Daejeon develops technology, Cheongju handles production, and Sejong manages administration, the benefits could extend as far as Jeonbuk.

There is a growing call for cooperation to jointly increase the floating population within metropolitan areas, rather than engaging in competition to poach people from other local governments.
