No one is framing Pakistan. Apart from some fictional elements, the major events shown in the movie, like the Kandahar plane hijack, the 2001 parliament attack, the fake currency production and injection, and the 26/11 attack, are true. You can read about them. Many people are calling it a propaganda movie, but it actually exposes the facts and truth about Pakistan's proxy warfare against India. If exposing the truth is controversial, then so be it.

Those torture scenes seem unnecessary until you come to know that Pakistan army actually does stuff like that. Captain Saurabh Kalia, a prisoner of war during 1999 Kargil war was captured by Pakistani army. His limbs were chopped off, eyes were pierced, ear drums were pierced with hot rods, burned with cigarette, lips were chopped off and skull was fractured.

And this is just one case which came to the light. We don't know what hundred others had to suffer.
