Europa needs a lot more love and attention from the Dev's. Everything has been very Euruska and Eurasia focused, from cool and badass units to quests and videos.
The conscript with the M16+M203 is actually the "light elite infantry". They're mainly seen escorting pilots around the battlefield. Probably search and rescue operators for downed pilots.

Given what we know about most of the factions I wonder how doped up the average soldier for Europa is. “Opioids are cheaper than plate-carriers” sort of army and by the era of The Forever Winter WAY CRAZIER drugs have to be available.
The war crime markings could very well be just dark humor which is common coping mechanism in war appatently. There is also similar stickers IRL for slapping on your car as a joke
I've always been an Europan sympathiser and considering how their units tend to be "regular dudes with corpse tanks" makes them feel more humane than the twisted bioengineering of Euruska and Eurasia.
The GRINN are Military Police units. My theory as to why they lead squads is that their roles are similar to a political commissar. They keep the regular infantry and conscripts in check, an example would be desertion or mutiny which in the concept art the gun in GRINN's helmet are to "persuade" conscripts to do their job. Also Military Police units seem to be rear echelon units and according to the devs the maps in game are the "quiet" rear areas of the conflict so it would make more sense for GRINN to be embedded with regular infantry units.
I like to think that the war has taken so much of a toll on Europa that they have to resort to using old, Vietnam war era equipment and weapons because of equipment shortages. Cool detail
I headcannon that the difference in equipment between the regular Europan Soldiers and the conscripts is because Europa prioritizes giving people who actually volunteer for the army actual training and equipment while the conscripts are given like a week of training, some basic supplies, and a rifle and basically told to make do.
This would also encourage Europan citizens to volunteer for the army, since the threat of conscription hangs over the head of every Europan and can happen at anytime, so some Euorpan's decide to just rip off the metaphorical bandaid and just join up and at least get some proper training and equipment in the progress so that their chances of survival are a little better.
