I completely understand the problem with pouring copper on signal layers. But you also said that manufacturers tend to recommend that for balance between the layers. Is that untrue? Would this board have no issues if there was only a copper pour on layers 2 and 5 for return  and no where else?

So chassis ground and signal ground must be separated in order to pass the EMI/EMC test?
