Violence in Papua has claimed another victim. On September 9, 2026, three employees of the Jayawijaya Regency Agriculture Office were killed in a shooting in Muliama District, Jayawijaya Regency, Papua Highlands, while carrying out official duties.
The three victims were Aprida Rapi, Alfonsius Albinus Mehan, and Wili Mbuik. Media reports stated that the group was carrying out activities related to agricultural assistance and a rice field development program before the shooting.
This incident has again raised major questions about the Papuan conflict, armed groups (KKB), civilian protection, human rights, and how the state should respond to armed violence in Papua.
With former Head of BAIS Soleman Pontoh and Chairman of the Jakarta Regional Representative Council (DPD KAI) Ardy Mbalembout, VOX NUSA PODCAST discusses these issues from the perspectives of intelligence and international humanitarian law.
Is shooting at civilians solely a crime? If it occurs in the context of armed conflict, how does humanitarian law protect civilians? Who has the authority to determine whether an attack constitutes a violation of humanitarian law?
We also discuss the limits of security forces' authority in security operations in Papua, the use of force, arrests and pursuits of armed groups, and how law enforcement and human rights protection can go hand in hand.
Is a security approach alone sufficient to resolve the Papuan issue? Or is a combination of law enforcement, human rights protection, humanitarian law, dialogue, and a political approach necessary?
