You can’t get an honest opinion out of filipinas. They answer based on who’s asking the question. If a white guy would have asked the question all of them would have said they’re 10 out of 10. If a Filipino guy would have interviewed them, all would have said they preferred locals. The culture of not insulting overrides honesty.

A lot of these preferences are tied to shifts in global media and how it depicts ethnic groups.

White people pioneered the entertainment industry which is why for a long time they were well desired globally, but today we see the rise of kpop/ anime influence for east-asian appeal and within the west we see black men well represented in sport, acting and music industries.
