The presidential race continues, but the result for Congress already raises a question: who will be able to transform campaign promises into approved measures?

The strength of the PL party, the parties that support Lula, and the positioning of the Centrão help to understand this scenario. But counting the deputies of a candidate's party is only the beginning. To assess governability, it's necessary to understand coalitions, the voting history of parliamentarians, and the support needed in each of the two houses.

I explain how the National Congress works and why there are different requirements for passing laws and reforms. What is the difference between a simple majority, an absolute majority, and the three-fifths required for a proposed amendment to the Constitution?
