In GTA 3, Claude, 8-Ball, and a few prisoners donned a prison uniform at the beginning of the game, implying that real prison does technically exists in the city, let alone mentioned in the Liberty Tree article, but that place is just unseen physically. It's called Liberty City Penitentiary.

Well you can actually see the interior of prison in GTA 4 in the lost and damned dlc in the mission where you needed to kill bill I think. And you can also see a prison in Liberty City of 3D Universe, not in GTA 3 but in GTA Liberty City Stories

Fun fact: In gta 5 director if you disable wanted level and turn off restricted area if you manage to get to the prisoners they attack you for no reason

IMO, the details on NPC looks the same as main character Niko in GTA 4. But in GTA 5, NPC skin looks downgraded. They don't have the same details as the three characters. Thus they don't blend in the world as well. But most players don't pay close attention to that. Thats fixed in RDR2.
