2028. That's the year Pax Silica is supposed to break ground.

Nothing is built. No anchor tenant has committed. And yet all summer, farmers, bishops, scientists — and a lot of you in my comments — have been fighting about it like the bulldozers are already outside.

So I read all of it. The Senate transcripts. The government's own numbers. The 4,000 acres in Tarlac everyone is arguing over.

Four fears keep coming back. It steals our farmland. It sneaks the American military back in through the back door. It builds the AI that kills Filipino jobs. And it drinks our water and drains our grid in a country that already lives with brownouts.

I took all four seriously and tested them with receipts.

One is right. One is out of date. One is the right question, with an answer nobody on either side is saying out loud. And one isn't a reason to stop this at all — it's the reason to build it.

But the thing I got wrong was the scale. Pax Silica was never the story on its own. There's a bigger document ten governments already signed, in public, back in May. Almost nobody is looking at it.

And underneath all of it sits the question I couldn't get past. Indonesia banned raw nickel exports and built the industry everyone says we should copy. Their exports went up ten times. Then the World Bank measured what it actually added.

So what are we really building here? And when it's finished, who owns it?
