Beliaulah yang meletakkan fondasi militerisme dan administrasi Prusia yang sesungguhnya. Frederick William I dikenal karena gaya kepemimpinannya yang sangat asketik dan pragmatis, ia bahkan menjual banyak harta kekayaan kerajaan dan barang-barang mewah demi mendanai dan meningkatkan jumlah pasukan secara drastis.
Selain itu, ia memperkenalkan sistem kanton (Kantonalsystem), sebuah kebijakan inovatif yang membagi wilayah ke dalam distrik-distrik wajib militer untuk merekrut tentara secara sistematis. Langkah-langkah radikal inilah yang mengubah Prusia menjadi 'angkatan bersenjata yang memiliki negara', yang kemudian menjadi modal utama bagi putranya, Frederick yang Agung, untuk membawa Prusia menjadi kekuatan besar di Eropa.
