For the compartment, two thoughts:
Add a strip of wood on both sides at a height that allows the compartment to sit just below the top. The compartment can then slide back to front or be lifted out to access items under it.
There are so many wrecked cedar chests being discarded that you may find one with salvageable tray supports (I think that's,what those things,are called).
