Also in Overwatch this also happened, but turned out to be a bug and Blizzard fixed that sh. It's to do with the server capturing whether you shot at the "Start of the frame" closest to the shot being fired, or the "End of the frame" closest to the shot being fired.
What everyone want's is the "End of the frame" which is how it usually is in most games, But here for explosive arrow it is "Start of the frame" same like in CS2, tho CS2 does it intentionally even tho it sucks.
